The rough surf and swells generated by Hurricane Jose caused flooding and the closure of NC-12 in the Outer Banks, North Carolina, on Tuesday, September 19.The Department of Transportation said it had closed the road in the Pea Island National Wildlife Refuge because of the high tide washing over the road. There were at least two areas along the road affected by the tide, a news report said.Hurricane Jose was off the Atlantic coast Monday and Tuesday and would continue to move up along the northeast coast through Wednesday. While the storm was not forecast to make landfall, it was expected to generate high winds, rough surf and heavy rain in areas along the coast. Flooding was also reported along the Delaware coast.
