    Ronal E. Ortiz-Franco, 29, of Sterling; Mario I. Moreno-Herrera, 27, of no fixed address; and Hector Mejia-Soriano, 28, of Maryland were charged with assault by mob, according to the Loudoun County Sheriff's Office.
